Our approach

Find where the pathway narrows before deciding how to fix it.

MandateMark™ connects entrusted responsibility with evidence-led decisions, implementation, measurement and accountable return. The framework is public. The detailed diagnostic instruments and facilitator methods are proprietary MandateMark™ materials used within authorised engagements.

Diagnostic sequence
01Define

What was supposed to happen?

Clarify the commitment, intended result, scope and responsibility before analysing delivery.
02Establish

What baseline and evidence exist?

Establish what is already known, what can be measured and where the evidence base has material gaps.
03Map

What pathway must work?

Map the people, decisions, capabilities, dependencies and delivery steps required to move from commitment to result.
04Locate

Where does it narrow?

Identify where the pathway is narrowing — for example in ownership, capacity, coordination, implementation or evidence.
05Diagnose

What explains the narrowing?

Test plausible explanations against available evidence rather than jumping from a visible problem to a preferred solution.
06Assess

How strong is the evidence and control?

Assess confidence in the finding and distinguish what the organisation can control, influence or only monitor.
07Prioritise

What deserves action first?

Prioritise action according to mandate, evidence, consequence, feasibility and the organisation’s ability to affect the result.
↻Return

What happened, and what follows?

Return measured results and limitations to the next decision: continue, adapt, scale, stop or investigate.

Select a stage to see what it examines.

Evidence confidence

How confident can we be in the finding?

Evidence is graded rather than guessed. The confidence level tells the reader how strongly the available evidence supports a finding.

HIGHStrong support

Strong and sufficiently consistent evidence supports the finding.

MODERATESupported, with limitations

Evidence supports the finding, with identifiable limitations that remain relevant to interpretation.

LOWLimited or indirect support

Evidence is limited, indirect or inconsistent, so the finding should be treated cautiously.

UNESTABLISHEDNo responsible conclusion yet

Available evidence does not support a responsible conclusion. The limitation itself becomes part of the finding.

“Absence of evidence is a diagnostic finding — not permission to invent a conclusion.”

No artificial score

Complex institutional realities are not reduced to an invented overall number without a validated basis.

Proportionate claims

Delivery, result, contribution and causation are kept distinct. Where something remains unestablished, we say so.

Return closes the cycle

Measurement should lead back to a decision: continue, adapt, scale, stop or investigate.

Decisions under constraint

Making responsible choices under constraint.

Organisations sometimes face a gap between their commitments and the resources, capacity or conditions available to deliver them. A business may need to prioritise investments or transformation activity; a public institution may need to redesign services; a mission-led organisation may need to decide which programmes or capabilities it can sustain.

When not everything can continue unchanged, evidence should support the choice. MandateMark™ separates five legitimate options — not a predetermined sequence.

READ: DELIVERY UNDER PRESSURE →
PROTECT

Maintain the activity or capability where the mandate, evidence and consequences justify continuity.

REDESIGN

Keep the intended result, but change how the organisation pursues it because the current pathway is no longer sufficient.

COMBINE

Bring activities, capabilities or delivery routes together where this can preserve the result with less duplication or stronger coordination.

REDUCE

Retain essential capacity or reach at a smaller scale, with the accepted trade-offs and consequences made explicit.

STOP

End an activity where the evidence supports discontinuation rather than protection, redesign, combination or reduction. STOP is not the absence of a decision; its consequences must be traced and reviewed.

Weak evidence is not the same as evidence of weak results. Measurement limitations must be distinguished from poor performance.
